Each IP count as seperate MTA (Mail Transfer Agent) IP and each IP has its own name or rDNS to remember it or it use while communicating with different ISP/ESP mail servers.
SMTP server can be use to send low or high volume emails but before to setup a server as SMTP server you need to install one Mail Transfer Agent software i.e Postfix, Exim, Qmail, PowerMTA etc…
Some of the softwares are free but some required paid licence key before to use. Normaly hosting companies use Exim, Postfix, Qmail for their hosting/email clients because they are free and mostly get used world wide.
But if you are email marketer and looking to send high volume emails using smtp server then you need to find or use paid licence MTA software i.e Powermta which delivers your emails efficiently and fast.

There are so many free ESP companies i.e Yahoo, Aol, Gmail, Hotmail that offer email service and you can use their smtp server detail to send emails using own software. But you need to be careful because they do not allow more than few hundred emails from one email account.
